- Because of polygamy, the Church and its members were subjected to intense pressure by the US civil authorities (such as the Morrill Anti-Bigamy law of 1862, upheld in 1879, the Edmunds Act of 1882, and the Edmunds-Tucker Act of 1887). In part because of the persecution, and in part because the Mexican government encouraged immigration, several LDS colonies were erected in northern Mexico in the mid-1880s. Colonia Dublán, near Galeana in the Mexican state of Chihuahua, to which several sets of ancestors of Mr. Romney relocated, was established in 1889.
In September 1890, the LDS Church issued a manifesto stating that plural marriages would no longer receive ecclesial sanction. Some members of the Church interpreted the manifesto as banning polygamy only in the United States while allowing it elsewhere. For example, Helaman Pratt, number 10, above, who already had two wives, married another polygamous wife in a ceremony at Colonia Dublán in July 1898. A later manifesto, issued in 1904, declared that any who participated in further plural marriages, and those officiating, would be excommunicated from the LDS Church. Since then, the practice appears to have died out, at least in the mainstream LDS Church.
