      Homer Reed Stanford was a civil engineer who specialized in design and operation of naval shipyards. During his career, he authored Pearl Harbor Dry Dock, pp. 223-321, in the Transactions of the American Society of Civil Engineers, v. 80 (1916) and was Chief of the Bureau of Yards and Docks prior to and during World War II. Bio appears in Who's Who in Engineering, 1920-1923. Also authored The Historic Potomac--Beginning with 1740 (1940).

      Message by Ted Smith to Sackett mailing list, 4 Apr 2015:

      In Notable Southern Families, vol. 2, p. 186, is a discussion of the family of John Houston and Sarah Todd. Rather deep in that section it mentions that "Maria (sic) B. Mason above, married ---------- Stanford of U.S. Navy and has two children: Eliza Stanford Sackett and Carrington Stanford.

      Franklin Institute Yearbook for 1919, p. 165, lists: Stanford, H. R., Capt. Civil Engineer, (C.E.C.), U.S.N., Naval Operating Base, Hampton Roads, Norfolk, Virginia.

      After a bit of digging, I discovered that Homer Reed Stanford, Rear Admiral, is buried in Arlington National Cemetery, Sec. 4, Site 2756. He was b. 26 Jun 1865 and d. 7 Apr 1947. His wife, Maidie M Stanford, b. 1870, d. 1923 also is buried there. Find-A-Grave indicates Maidie Stanford died 10 Nov 1923.

      I also found that Homer Reed Stanford authored "The Historic Potomac--beginning with 1740," published by Princeton University Press, 1940. At head of title: The Newcomen society. American branch. "Delivered upon the occasion of a 1940 Washington meeting of the Newcomen society of England, held at Burning Tree club, Washington, D.C., at a dinner in Admiral Stanford's honor, on June 5, 1940." "First printing: November 1940."

      In 1937, Stanford received an honorary Doctor of Engineering degree from Rensselaer Polytechnic University. He was Lieutenant at Navy yard, Pensacola on 16 Apr 1903; Lt. Commander at Navy Yard, Philadelphia on 19 May 1908; He was Chief of Bureau of Yard and Docks 14 Jan 1912 as Rear Admiral; Captain 1 Oct 1921.

      New York Times index, Jan-Mar 1916 says the following: STANFORD, (Rear Admiral) Home Reed--calls attention of House Committee on Naval Affairs to improvements at Mare Island and Brooklyn Yards before construction of battleships can be started, Jan 7, 11:3; against (sic) testifies before House Committee: refutes charges that changes in plans of Charleston Navy Yard is due to political influence, Jan. 15, 2:3; makes record for length of testimony before House Committee on Naval Affairs, Jan. 19, 6:5; gives House Committee estimate of cost of establishing submarine bases, Jan 22, 4:4; Sec. Daniels explains his sudden transfer from Mare Island to Philadelphia Yard, Feb 5, 2:8.

      Homer R. Stanford, 81, Retired Rear Admiral, Navy Engineer, Dies

      Rear Admiral Homer Reed Stanford, U.S.N., 81, retired, the oldest living member of the Navy's Civil Engineering Corps and a former chief of the Bureau of Yards and Docks, died yesterday at Bethesda Naval Hospital. He lived at the Chevy Chase Club.

      A native of Alton, Ill., he was the son of the late Home Stanford and the late Eva French Stanford. He was educated at the St. Louis (Mo.) Manual Training School and received a bachelor of engineering degree from Rensselear Polytechnic Institute, Troy, N.Y.

      Commissioned in the Navy in May 1898, he served during the Spanish American War in the Philippines. From 1912 to 1915, he was chief of the Bureau of Yards and Docks here and later served in World War I. He retired in 1926.

      A history of the Potomac, written by Admiral Stanford and published by the Princeton Press in 1940, dealt principally with the struggle to build a freight canal between tidewater and frontier settlements.

      He was a member of the Chevy Chase Club, the Army-Navy Clubs of New York and Washington, the University Club of Philadelphia, the American Society of Civil Engineers, and the Institute of Mining Engineers.

      Surviving are a daughter, Mrs. Roy E. L. Sackett, Eau Gallie, Fla., wife of Rear Admiral Roy E. L. Sackett, U.S.N., retired, and a son, Carrington M. Stanford, Wayne, Me.

      Military funeral services will be held at 11:30 a.m. tomorrow at Fort Myer Chapel. Burial will be in Arlington Cemetery.

      Pallbearers will be Rear Admiral J. J. Manning, present chief of the Bureau of Yards and Docks; Rear Admiral J. F. Jelley; Rear Admiral W. H. Smith, Capt. Chester Wells, Capt. D. C. Webb, Capt. P. L. Reed, Joshua Evans, and Barney Martin.
