      KNOWS ALL ABOUT PATENTS

Mr. Duell, the New Commissioner, Is Well Fitted for the Office

Mr. Charles H. Duell of New York, the newly appointed commissioner of patents, is a prominent attorney and a son of former commissioner of patents. He was employed in the patent office as an examiner for a number of years; so he is familiar with the duties of his office.

Mr. Duell is a resident of Syracuse. He was born in Cortland, N.Y., in 1850. His father, R. Holland Duell, was for four terms a representative in congress and was appointed as President Grant in 1875 commissioner of patents. Charles H. Duell practices law in New York from 1872 until 1880, when he removed to Syracuse. In 1878 and 1886 he represented the Thirteenth Assembly district of New York in the assembly.

Commissioner Duell succeeds Benjamin Butterworth of Ohio. The salary attached to the office is $5,000. The duties of the commissioner of patents are partly judicial and partly executive. NEWS CAUSES SURPRISE
Alleged He Was Actuated by Political Consideration
      BECOMES A PEACEMAKER
Will serve as Mediator Between Republican Factions in New York State

Information was received in this city this afternoon, direct from the law firm of Warfield and Duell of New York City, that Charles H. Duell has resigned as justice of the Cort of Appeals of the District of Columbia to become a member of that company.

The information came as a complete surprise to Jude Duell's friends and associates here, as it was not suspected that he contemplated such a move, and it is therefore believed that his decision was reached only after a conference with the members of the firm of Warfield & Duell. Judge Duell was formerly United States commisioner of patents.

In connection with the resignation of Judge Duell a report comes from New York that while Herbert Parsons was taking luncheon with President Roosevelt in Oyster Bay yesterday, it became known that Charles H. Duell, associate judge of the Court of Appeals of the District of Columbia, had resigned his position with the intention of trying to patch up a truce between the President and B.B. Odell, jr., chairman of the republican state committee.
