William was born in Virginia to Job Wells and Elizabeth Shelor. At the time of the 1880 census he was single and living in Walla Walla, Washington where he was a druggist. He married Florence Berry and she predeceased him. Prior to entering the TB Hospital William lived in Portland, Oregon.
On October 2, 1923, he was admitted to the Oregon State Tuberculosis Hospital in Salem, Marion County, Oregon. He died at the hospital 2 years later on 11/24/1925. He was 78 and had had tuberculosis for 8 years.
The Oregon State Tuberculosis Hospital was the first state owned facility of its kind in the West. It opened in 1910 with 50 beds. By the 1920s the hospital had over 100 beds.
